Interesting. By attempting to exclude rear-wheel driven designs from classification federally as an autocycle, that immediately omits the Polaris Slingshot and even the Sondors.
Once again, this has also always been Elio Motor's ploy to exclude the competition from this designation.
It used to include the "five star safety rating" that's been dropped by the wayside because of it's impracticality.
And yet they have always maintained that all three-wheeler start-ups are good for all other three-wheeler start-ups.

"Go Three-Wheeler".

Yeah, right.

And it seems to screw over the Arcimoto SRK people with the "fully enclosed" requirement as well (unless they purchase doors, but that seems iffy).

How about a nice bill tracking widget to go underneath the Elio stock price? :D

It also excludes the SRK because of the it's handlebars.The Elio is the only vehicle that could qualify. By design? You bet.
So now the nation may have a federal autocycle designation that no vehicle will ever qualify for. Pathetic.

I don't think Elio should spend their limited funds and capital lobbying Congress on behalf of their competitors. Why should they? Let those folks hire their own lobbyists and get their interests served in the bill; Elio has no obligation to make sure they're also accounted for. EM has spent the bucks on lobbying, and their only obligation is to themselves and us (their customers and prospective buyers).

Yep. I guess that's one totally modern American way to look at it.
But then again, isn't that also the way the LA auto dealers commission plays?

At this point, now that almost all the states have come around on licenses and helmets, the only point left is to exclude the competition.
I absolutely hate special interest groups that lobby for putting their own selfish interests above the public's best interests.
At this point it's a waste of resources. My deposit and my tax dollars. And it accomplishes next to nothing.

I felt this way about the exclusivity aspect of it two years ago.
It looks like another example of the head up the tailpipe so far it can't adapt and pull itself out.
It's almost like, "We've been focused on this for so long that, by God we're going to see it through and prove ourselves right..."
"Even though it's now a moot point except for exclusivity that we somehow construe as being a benefit. A benefit to no-one but ourselves."

Are Cafe Credits part of the bill? Or even part of a realistic long-term plan here? Didn't think so. Grumble... Grumble... Grumble...

The final kicker is that the competition will still be better off producing motorcycles with existing federal compliance considerations!

Yeah, I am less than pleased the more I read into the details of HR 2381. Were the helmet exclusions similarly focused on Elio-type vehicles?

May 31, 2017 Koons Easton Toyota made me an offer on a 2017 Prius I could not refuse(including taking my 14 year old Honda Accord)What is my fuel mileage on this 5 person Toyota Prius hybrid?
Very nice, I almost put in a full tank of fuel today. Tank is 11 gallons. This time I drove 668.3 miles on 10.3 gallons, giving an average of 69.8 mpg! Thank you Koons Easton Toyota, thank you TY(sales) and J. T. Thompson Sr. (GM). I drive with the A.C on while getting 69.8 mpg. This testimony is not paid, free real world results from me, Terrence Bernard today, July 20, 2017. I am so happy with this 2017 Toyota Prius!
At fueling up today the trip odometer which shows the 668.3 miles traveled at this fuel fill up of 10.3 gallons. Also shows the 69.8 mpg for this fill up. Gas tank empty holds 11 gallons. With 7/10th of a gallon remaining, I could have driven 700 miles!

My Mom's house call doctor drives a Prius. He says it is the most boring vehicle he has ever driven. Other than that, he likes it.

All the things that will make other autocycles non-compliant with 2318 really are safety issues.
As for tadpole autocycle front wheel drive being an issue, Vanderhall talks about why this is important.

Nope.

But, if that were true, what exactly is the point?

Other than being able to say:
"The US federal government says our vehicle would have been the world's only autocycle...
If we would have come up with an additional $376 Million dollars to build it.
And all the rest that will be built will be mere motorcycles."
