Got a quick response. Sounds like a motorcycle license is required despite the language in the MOM:
In the wording it states that the "testing requirements may not be applicable," and Oklahoma state law says that any vehicle with less than 4 wheels will require a motorcycle endorsement, are the reasons the testing is needed. Thank you

zelio is right "Too early to Worry". In the meanwhile, since we have about a year, why not get an MC endorsement? We have schools here that offer a one day classes with a private test at the end,(they supply the bike) you go home with the MC license. Then you are covered no matter what.

With the elio motors Facebook they are suggesting writing a letter. I'm surprised they don't have a information kit or anything more to help them make their case to the individual state legislators. The only advice was: You can always reference states like Virginia's HB122 which has passed, and you could also reference AAMVA's autocycle classification! http://www.aamva.org/Search.aspx?searchtext=autocycle

I talked with a drivers test examiner and he stated it depended on how Oklahoma tagged the Elio. If it is tagged as a car no motorcycle license requirement. If tagged as a motorcycle then there would be a motorcycle endorsement on your drivers license required. He added the motorcycle driving test was quite easy to pass.
It is very easy to pass. I would personally prefer that it be a MC and not a car. MC insurance will be a small fraction of car insurance. My insurance on my MC's averages about $50 per YEAR.
There is a big downside that people have not talked about. MC insurance might be cheap but so is your coverage. It does not include medical coverage for the driver but would for the passenger (passenger is considered a 3rd party). If you don't have great health insurance, you would need to consider med pay coverage that is quite expensive.

I believe if you live and are licensed in a state that does not require it, most states will honor that unless you become a resident.Z
This is a maybe... helmet laws do not go with the state of residency. Example, if you ride a bike from a non helmet state to a helmet state, you better have a helmet to put on before you enter the helmet state.
I know that licensing and registration laws will revert to the state of residency. For example. Oklahoma does not require personal use trailer be registered or tagged. As long as the non commercial trailer is hooked to a Oklahoma tagged vehicle and the driver has a Oklahoma license, the other state cannot ticket you for no tag. Not to say that they wont and you have to go to court to straighten it out. This is similar to states that require you to have a front and rear license plate. This also applies to safety inspections. OK does not have them so if you go to texas, you do not have to get a inspection at the state line.
hmmm... Based on my logic above, states that license this as a car will likely be exempt from helmet requirements in helmet states.
The only potential gotcha might be that the insurance industry might treat this differently than the state. Maybe a "car" with MC insurance or vise verse.

At this point in time you would need a motorcycle License in Oklahoma :-( Senator Don Barrington, is the sponsor for SB 255 which will modify Oklahoma Statutes to create an 'autocycle' classification, which will not need a motorcycle license.nor a helmet, even if under 18 years of age, due to the enclosed cabin, car type sears, seat belts and airbags. So I have already written to Sen. Barrington to let him know he needs to "get her done'.
