Depends on what you count from. Open, High, Low, Close (OHLC ). Most count the close. I agree about the low volume. Can't really make any technical analysis on speculative stock that matters. I could say outside day, rounded bottom, 20sma, or a zillion other stock market terms.
You are right that most count the close as the most important. Buying or selling at an extreme price at the last few seconds of the trading day is a cheap and easy way to manipulate prices. There should be a listing of the shares average price of the day.
There is a thing close to that called "market profile" charting. For those that want to be even more confused.
Interesting reading and a resolution which was forgone on legal merits. The remand was an attempt to render Limnia powerless to use it's legal protections under the APA by effectively dismissing it's claims. The agency either lied to the district court or was conspiring with it to violate Limnia's legal process and a fair hearing on it's claims. Offering to accept a new application does not resolve the claims, it ignores them. If the original claim is true, there is no reason to believe further arbitrary and capricious actions would not occur again and again.
