Not a lawyer, but I don't believe the design is patentable unless there is something unique about it (there doesn't appear to be). You can *copyright* it, and that's a trivial process. But copyright is not the same thing as patent.
Actually you can patent a design; Apple and Samsung have spent tens of millions litigating this very issue.

I may have been the one whose query prompted the question about whether the Elgin watch style (non) instrument panel was Paul Elio's.
At the (Facebook) Elio Motors Owners Association group, in about November of 2015 someone there posted a radio interview link whose commentator mentioned this - but I didn't have time to listen to the whole interview right then - and let it go for a while.
Then I could no longer find the post, so (2-3 times) I posted a query asking if anyone remembered or knew about that radio interview post, source, etc.
There were never any responses to that, so I figured it was lost.

This was an example of P.E. having his head up his own tailpipe for better than a year.
A year wasted as far as impressing any investors. Little things mean a lot when it's your money.
You seldom get a second chance to impress. Investors don't like "cute and quirky."

The Elgin Dash, like 'Yellow,' like 'Alternative Financing,' like 'tail pipe and fuel door,' like 'wheel pants,' like 'demonstrating 65,000 reservationists,' etc. all without firm engine design and specifics were all artfully choreographed diversions. The abrupt body and chassis design change was unavoidable because a serious third party 'partner' invoked professional experience and insistence and their credibility was beyond question. We want to play "Where's Waldo?" while we should be wondering "Where the Money Went?"
