At least the right side of the Elio should do well since there's no door. In the end, when the IIHS tests the Elio, that will tell the tale. We know that they will test the Elio when it comes out. I do know that the IIHS only tests production models not prototypes. This is why they buy cars off the dealer lot as opposed to manufacturer supplied ones. Make sure they get real world results.
The IIHS test is for cars. So...

The Elio website indicates they will test the safety of the Elio to car standards. (Not that they would be legally required to.)
If this test is done, they might want to re-word the website. But who knows, maybe it would pass the test.

Correct. When you market the Elio where you are implying that it will be as safe as a car, then you have to use car standards for the testing. Same when to comes to mileage. In the end Elio didn't market itself against other three wheelers but four wheelers. In the end, you have to ba careful as to what you compare yourself too. When the Elio comes out the press will not be comparing it to a Slingshot or Vanderhall but rather a cheap car (i.e. Versa or Mirage).

Let’s say that the Feds go full bore into classifying the Elio three wheeler as a motorcycle, can they then change their minds and insist that new ones, from that point on, have to pass certain new (four wheeler) standards to continue in production? There could be scenarios where I could see the Feds saying ‘we made a big mistake here, and need to rectify it’

That's all assuming the Elio wouldn't pass the new test. And, isn't that just the insurance institutes' test and not federally mandated?

In the end, only the federal government sets the standard. As for the price of insurance, the IIHS sets that. So if the Elio sells the numbers that they hope for (125K to 250K) and people do with them what they hope for (not as garage queens but using them as daily transportation) then the insurance on them will not be the hoped for motorcycle insurance rates. This is why they employ actuaries and not the average Joe for determining insurance rates. My nephew is an actuary and I already had a conversation with him about the Elio. What I stated will happen if the Elio plan actually works out. Insurance companies are not dumb. They know this. As of now they cannot quote the Elio insurance rate due to it not being insurable at the moment.
