As long as their web site keeps selling non-refundable reservations and people keep buying their stock, Elio will stay in business, even though they probably will never actually produce a car, or meet any of their reservation holder's expectations.

Elio needs to double down on its advertising and stock offering. Offer all new customers a $2000 discount on the Elio based on a $1000 nonrefundable reservation, and similar discounts on the purchase of a minimum of $5000 in stock. You and I may know Elio may never happen, but not everyone...

They will keep their web site open because they still want to keep selling non-refundable deposits without every having to ever deliver their car. And they will continue to pitch their sales to the unsuspecting and misinformed.
