My buddy and I bought $1000 All In Reservations back in 2014. I recently became committed for base price of $7,000. My buddy has gotten cold feet and wants to hit the road. I am willing to give him his $1000.00 ALL In payment back to take over his reservation as well as become commited with it also. How can I do that?

You can sell / Transfer your SIL to anyone you want, but there's a catch; you have to do it through Elio Motors, they have a form you fill out and submit, the person that gets it / buys it does not get your SIL number; they will get the next number that's currently available; looks like you have 16011 and I think the current numbers are about 19,700, so that would be their number.
Or, you can sign the commitment, get your Elio, and turn around after you own it, and do what ever you want with it. I say sign the commitment because that will give you an additional $300 off the price. You should be able to sell it to someone that doesn't have a reservation and make some kind of profit above what you paid.

I would suggest that if the person is your buddy, maybe you could work something out between the two of you.
If not, Coss's words above may help.

Like booboo said! If you guys can work out a handshake agreement or even have a lawyer draw something up. Let your buddy take delivery of the car and then buy it from him. Give him the grand up front that way you both know your serious. If you go to elio for the transfer you will loose not only the SIL but the 50% bonus too.

Looks like I've covered it (I thought that paragraph looked familiar, Thanks booboo).
And Husker1 covered the final thought.
I agree, work with your buddy, let him do the purchase, then you can buy it from him.

If you can afford the two; take one of them and tuck it away in long term storage; in 20 or 30 years, bring it out and sell it at one of those big auctions for big bucks as an extremely low mileage, all original, survivor; the 3 big pluses when selling at auction.

If you do buy one to store long term, don't forget to drain all of the fluids and remove the battery.
For long term storage, there is a check and to do list about 10 pages long.
For storing tires, put the car on jack stands (or wood blocks) so that the tires are off the ground; remove compressed air; refill with nitrogen.
Yes, drain all water base fluids; there is a special fluid you put in to keep the internals from rusting / corroding
And so on and so forth.
