The 5th Annual Gateway Conference is an invitation-only conference presented by Liolios, which brings together the most compelling companies with the nation's top institutional investors and analysts. This year's event features more than 100 companies from a number of growth industries, including technology, business and financial services, consumer, digital media, clean technology and life sciences. The format has been designed to give attendees direct access to senior management via company presentations, Q&A sessions and one-on-one meetings.

As a realist, I don't expect any monumental bombs to drop during Paul's prepared statements which will be webcast live and made available for replay online. I envision it being his standard vanilla podium speech about the Elio that most of us can recite in our sleep by now.

But as an optimist, when later segments of the conference place Paul in panel discussions, Q&A sessions, and arranged one-on-one private meetings with investors and analysts, I am hopeful that we'll see a big announcement by early October concerning a big win in secured private equity financing that enables the needle to move that much closer to real tooling and production in Shreveport.

Part of the publicity push in maintaining that the 100 pre-production factory-built vehicles will be completed and delivered in Q4 2016 is connected to the contractual obligation to deliver on overdue promises of jobs in Caddo Parish (Shreveport, LA proper) or else pay financial penalties to the locality. They were supposed to materialize in 2014, then 2015, then 2016, and forthcoming extensions with graceful waiving of penalty assessments are appearing slimmer and slimmer to fight for.

Web searches for stories focused on Elio Motors at the local level in Shreveport and the surrounding ArkLaTex region reveal angst, disdain, skepticism, and uncertainty about the area's latest new corporate resident who hasn't appeared to be the jobs provider they promised to be from the beginning.

I've read elsewhere that the spool-up time to bring the factory from empty (except for a handful of company reps responsible for selling surplus equipment and select few Comau contractors tinkering with the assembly line substations prior to actual configuration) to production-ready is about 90 days. That implies that late September is a real cutoff for beginning the process of prepping the assembly lines for production if there is any hope of satisfying assurances that Elio's will roll off the line by calendar year end.
