ELIO is trying to meet a lot of requirements as if it was a car. Why not go ahead and make it CARB compliance and OBD compliance.

Sooner or later the govt. will get involved with their restrictions, so why not "Beat them to the PUNCH" legally.

Because there is no way to know what the "PUNCH" will be when it comes, and in the interim it will not help sell Elios.
It will just raise the cost and price without adding any value most potential buyers would be willing to pay for.
