Because there is no way to know what the "PUNCH" will be when it comes, and in the interim it will not help sell Elios.
It will just raise the cost and price without adding any value most potential buyers would be willing to pay for.

Interesting that you should mention this "PUNCH" thing.
I get the impression that you are referring to the EPA.
And strangely enough I was looking up the enabling legislation for the EPA the other day.
And it turns out that there is no enabling legislation.
The EPA was created by an Executive Order and can therefore can be rescinded by one.
Along with all of its over reaching regulations.
They may just push the right President too far and all lose their jobs.
