Looks like someone mounted seats on a gas-powered wheelbarrow.
I saw these little buggers zipping up and down the road down in Destin. Checked out their website (Scoot Coupe). Nearly as much as an Elio.

The little Scoot Coupes are, but not sure what they were registered as...I assume the same as the two-wheeled scooters. Almost rented one while I was down there, but I was too busy drinking beer on the beach and enjoying the views.
