It really isn't a "privilege to drive". Freedom of travel unmolested is a constitutional right. Road rules and the like are for commerce (business). Truth be told, you do not require a drivers license or a registration for your car unless you are making money through its use. I too live in Maryland and if this is the case I can easily move to a place where sanity rules.
Right; remember that the next time a cop pulls you over.

How do they classify a scooter that you sit like you're on a chair? Is there a scooter class or does this fall under the motorcycle class? It sounds like people in Maryland need to start writing their representative and put some pressure to create the Autocycle class.

What is not true is the "Driving is not a privilege". Operating a motorized vehicle on city, state and federal roadways is a privilege that the states allow after passing a qualification test that is also accepted as your ID. Registration is also necessary if you wish to operate a vehicle on these same city, state and federal roadways; it comes along with the permit (license plate) you must purchase each year; it is your sign that you have been given permission to operate that vehicle.
So yes, you can travel anywhere in the country you like; what you can't do is use the roadways with a purchased motorized vehicle without permission.
The government also has the right to take that privilege away if you violate their rules for operating that vehicle.

I sent an email to EM asking about title and registration and received an answer. This was Nov 12, 2014 and I don't know if advance notice notice of closing the reservation program is still true. Below is the question and answer. My name is xxxxx out.

Question:
My name is xxxxxxxxxxxxxx from Palmdale, California. I am all in for $1,000.00 and my spot in line is #7761. I called earlier today by phone but the question was difficult so I am emailing my question.

Who will take care of obtaining title and registration for my Elio? Normally this is done for the purchaser by the dealership, whether it is a car or motorcycle.

I talked to someone who purchased a Tesla and they said Tesla took complete care of these. They received their title in the mail and the temporary registration accompanied the car.

Will Elio do the same, or will I be given a certificate of origin and have to go to DMV myself and arrange title and registration. Purchasers of vehicle are accustomed to these being done for them and will look bad if not done for the Elio.

We will take care of obtaining title and registration for your Elio, so no worries!
Also, we haven't yet revealed when we will be closing the reservation program, but we will be giving advance notice.

Maryland is fine as a multipurpose vehicle and with the motorized wheelchair as an unorthodox vehicle

Screw 'em .I register my vehicles in New Hampshire even though I live in another state .I registered my Business in NH ($75 per year).Lower excise ,insurance and NO sales tax .
There is always a way around this BS . They won't take me alive :D
Cool registering out of state BUT if you were to have a serious accident (read big bucks) the insurance investigators will pick it up, and it'll be on you
