Since these are technically motorcycles, do you think you'll need emissions testing to get a tag for it?

It depends on your state... In AZ for instance all motorcycles are given a buy (they are excluded from emission testing) some like CA require testing and inspection of motorcycles including that you have a Catalytic converter on newer MC's but since the Elio will have a Cat and have a as I was told the
'Engine will be a Derated Engine which is an engine whose maximum HP has been reduced to lower than design value.. often this is done by adjusting the fuel / air ratio and the timing... the result is high fuel savings and lower emissions with a side effect of increasing longevity' I don't think it will be a big deal to get it emission tested... now if you modify it ...you just have to be good at it. I had a Fiat x1/9 in the 70's and totally gutted the emissions systems (it looked like it was there) tuned it up and hopped it up with more modern components and got better emissions than the original could do - and in states that do mostly idle emission tests this is even more of a piece of cake

I guess I also have to clarify... remember this is a Motorcycle .. even as a Autocycle this is a sub category of Motorcycle so you have to meet MC requirements (excepting for the exclusions that Elio Motors will be granted for their autocycle)
