Someone I know voted then cleared their cookies and was allowed to vote again. Not saying it's right but is possible.

It appears they're setting cookies in your bowser to indicate you've voted. When I first visited the page I had 13 cookies set for elio.com. Once I voted, I gained two more - one named 'yop_poll_voted_2' and one named 'yop_poll_voted_type_2'. I suspect if you use different browsers (Chrome, Firefox, IE, whatever) you can vote once in each browser. Clear your www.elio.com related cookies and you can likely use the same browser over and over. Not that I'd suggest doing that. That's like cheating.
