If EM has the plant tooled for production and employees trained that rolls the first Elio off the line at 11:59 pm on December 31, 2016................yes, it counts.

"start production" has a wide variety of meanings. Does it mean that they start training people? That they start assembling the first one? Or that the first one comes off the line? You could easily define it as "the first person turns the first wrench, on the first car". If that happens by 11:59:59 PM on December 31st, 2016, that could realistically be defined as "We started production in Q4 2016" even if they don't actually deliver the first one until June of 2017. Remember that they are keeping the first hundred or so (or 200? I forget...) for their own use. Probably QC, demos, sales promos, etc.

Of course, I'd love to think that starting production in Q4 2016 means that I will be driving mine by the end of the year!

I do indeed plan to take delivery at the factory, it's only about 3 and a half hours away and there are no Elio stores in the state of Arkansas for a while any way.
