Joint responsibity is sometimes difficult to fathom. I suspect both Roush and Elio share the responsibility to get to production and that includes when and HOW to hire to meet obligations such as the Parrish EMPLOYMENT agreements (which require 1500 employees). Contractors may or may not qualify.

There's a lot of non automotive "engineering" required to operate an automotive company.

Unfortunately, the people controlling the ATVM UEV loans are in an organization that is notoriously anti ICE and anti all hydrocarbon fuel.
Most programs like ATVM are set up to dole out taxpayer dollars to campaign supporters. Any real benefits are usually accidental.

Let's hope this is a lucky accident.

I believe ATVM is simply a loan guarantee, not a loan itself. Any money going out would be provided by a bank, and gov't money would only be involved if Elio failed to pay back the loan. Please correct me if I'm wrong.

Setup of the assembly line requires enough employees/contractors to produce the 100 and gives them the test run before the larger hiring for full time production. I suspect the full time hiring will not begin until the 100 have been produced, feedback from their operation has been scrutinized, production funding has been secured and a finalized initial model has been nailed down (after any last minute modifications based on feedback).

Building of the 100 also lends itself to production engineering on the line - tooling for the plant ,what works, what doesnt how to make it all most efficient all of that.

Speaking of semantics, why wouldn't the 25 E series vehicles satisfy proof of concept? Other than not being built in Shreveport, isn't it the same "concept"? Or is the production facility part of the concept? One could argue that the production facility is already proven.
I think there is a distinct possibility that the 100 fleet units may be different than the 25 E series based on what they learn from testing the 25 e series. The 100 fleet units should be as close as possible to being a final production unit.

Sounds like "proof of concept" in this case means proving some meaningful number of entities fully commits by contract to buying or leasing an Elio. This may be why the E series of 25 engineering/testing prototypes don't qualify as proof of concept, and neither do the thousands of "All Ins" (i.e. because the fine print says your All In reservation does not guarantee you'll get an Elio, nor does it require EM to provide you one).
IMHO, It's important to understand it's not about just the car with the ATVM it's the business model. You have to have paid for product with profit to have a proof of the business viability.
