I don't really see 12V outlets being an option...all they are is a socket with a pair of wires...really very little cost at all...should come as standard equipment...

Most of the outlets your are talking about are no longer lighters they are power outlets there is a slight difference in size. That is why the one on Harleys some times have issue with cell phone being plugged in they are lighter sockets.
I bet if ELIO has one it will not be a lighter but a power outlet.

I want one, but not enough to cut a hole in the body panel. Mine will have to be removable.

Or someone who actually needs an oxygen generator, common with those suffering with COPE and many heart lung issues. Of course a lot of people with breathing problems are ex-smokers.

Actually, it's COPD, and it's what eventually killed my dad March of this year. Yep, he was a smoker, and yep, he had a portable oxygen tank. I'm also a smoker of 40 years (started at 12). I'm not worried about a 12VDC outlet in the back, because my oxygen generator is going to be mounted on the dash and hardwired into the Elio's loom.
