As I read your post I was visualizing a motorcycle or Elio going down the road towing a wheelchair behind it. LOL :-) ZThey have to offer handicapped plates for motorcycles, there's no law against riding a motorcycle with an artificial leg as long as you can pass the test, and if you have one of those, you qualify to have handicapped parking.... If the states didn't offer it, it would be a violation of the Americans with disabilities act, I would say it would be grounds for a hefty lawsuit.
Since the Elio is operated in most states as exempt from the motorcycle endorsement, and operates like a car, handicapped people will no doubt be able to drive them if they so choose.... It might be difficult for them to do so if they need to haul a wheelchair though.
