    Let's start with the uplifts. There has to be plenty of them. So I'll start: The Elio gives up to 92mpg and the ATVM loan only requires 75 mpg. Thus Elio has exceeded the ATVM loan specification by 17 mpg. The technical criteria has been exceeded.
