My guess is in no particular order magic,glue, screws or snaps in. They are meant to stay as one piece, if you are worried about the wheel being fully covered you could always order the retro fenders.
But the next President could put an end to it all, it is still illegal under federal law. If they enforce the rules on the books all these "legal" stores will be under charges and their assets seized.
I can't tell many of the colors apart, I am color blind and need to see it in the sun and in real life to get the true picture. It sucks having to pick from a 1/4" sq. With no name. If this is their plan I am doomed.

The wheels are not going to be that big of a deal. The front fenders are held on with 2 screws and the rear wheel open the door and and check. It is not like you are going to be doing this everyday. If you have the TPMS it will tell you which tire is low and then beep the horn when you fill it...
