Sounds like "proof of concept" in this case means proving some meaningful number of entities fully commits by contract to buying or leasing an Elio. This may be why the E series of 25 engineering/testing prototypes don't qualify as proof of concept, and neither do the thousands of "All Ins" (i.e. because the fine print says your All In reservation does not guarantee you'll get an Elio, nor does it require EM to provide you one).

Unfortunately, the people controlling the ATVM UEV loans are in an organization that is notoriously anti ICE and anti all hydrocarbon fuel.

Sounds political and anti-electric. Don't believe everything you think.

As I recall, those alternative vehicle high mileage seekers you call anti-ice, invited EM to the party and EM has been holding the party ball in their court for a long, long, long time. EM even mentioned that they need a proof of concept. The E's are finally in the process of being built. I hope somebody is building the engines to drive them. It's not productive to name call the nice government officials we want to approve the ATVM Loan.

Speaking of EV's, Arcimoto hasn't applied for the ATVM Loan for start of production funding their SRK everyday electric three wheeler. They seem to be doing it with private venture capital and a simple $100 refundable reservation deposit. I give them credit for that. It leaves more available funding for the Elio. I think Arcimoto should apply for the ATVM Loan after they start production and use that low interest funding source to scale production. Unless we hear the good news that EM was approved and used all the remaining ATVM funds.

thanks for a nice lead-in for a comment .... political commentary directly related to EM is allowed on this forum .... that said, the verbiage and tone are tightly scrutinized to ensure the info exchanges maintain a courteous, civil tone and do not degenerate into heated emotional exchanges

IIRC back when Elio applied for the second time the DOE was about to lose the unspent portion of the funding in the Congressional ATVM program since the program had been idle for so long. At about that same time some changes were made to the program that made Elio eligible. Again "as I recall" under the original program Elio was ineligible since they were strictly a motorcycle. The wording was changed, or some definitions, in such a way that Elio was then included. I'm not sure if the wording / definition changed enough to include Arcimoto (handle bars and straddling the battery compartment) but if they meet the new standards I wish them luck.

Maybe it was a simple filing error and EM submitted their application to the All Terrain Vehicle Manufacturers loan program. Now all EM has to do is to send power to the third wheel and, voila, EM's got itself a big loan!

I'm sure you're trying to be funny, but just in case .......
ATVM = Advanced Technology Vehicles Manufacturing
UEV = Ultra Efficient Vehicle (over 75mpg hwy)
Also it reopens a manufacturing plant and creates jobs.

If, as stated they are on track for the 100 to be built by the end of the year. That would indicate to me that they have employees in the plant. What will they do after that lay them off? Or put them to work on us reservation holders vehicles?

Setup of the assembly line requires enough employees/contractors to produce the 100 and gives them the test run before the larger hiring for full time production. I suspect the full time hiring will not begin until the 100 have been produced, feedback from their operation has been scrutinized, production funding has been secured and a finalized initial model has been nailed down (after any last minute modifications based on feedback).

Comau is in charge of handling things at the plant, they will be the ones getting the people that will do the assembly.

Why would it be in "Rousch's capable hands"?
I was under the impression that one Mr. Paul Elio was captain of this ship. Don't get me wrong, I want this to go off as much as the other 56,000+ reservationists, but other than Rousch being a superb partner, why would it now be in their hands?
Just curious is all, it may be nothing more than semantics.
Rousch is also VP of Engineering now.
