Direct Sales

I have read that several states (Ohio, New Jersey,) are passing laws making direct sales (Tesla) illegal. Is this sounding like the sales system Elio wants to use? The Established car dealers are behind this move in Ohio. I am sure Elio does not want to establish dealerships with lots and huge inventories.
