I wasn't quite sure where to put this, but I guess since it's about an automotive competition for most efficient with designs similar to the Elio, this should be ok. This link is to an article about an eco-marathon run every year by Shell. Seems that a university from Canada has a habit of winning top spot. Last year they won by achieving over 3,587 miles per gallon. They had some technical difficulties this year but still won with 2,824 miles per gallon.

Congress has come up with 25 billion to kick start Innovative transportation ,mainly alternative fuel 3 wheel vehicles .There are several companies that have prototypes that use Diesel/Electric ,Diesel /hydrogen and electric .The Europeans are innovators of small personal transportation and are investing 50 billion into R&D .
