Emission Laws In Kalifornia

I did an exhaustive (forum) search about a front license plate. There are quite a few posts, but none (i found) discuss the aspect of fouling the air-flow to the radiator. They mostly talk about aesthetics and appearance.

The lawmakers in Sacramento don't take these things into consideration care about engineering impacts of the laws they pass. If advised that a front license plate would obstruct air-flow for cooling on the Elio, their likely response would be "Well, Elio can just relocate the radiator to back of vehicle to restore air-flow".

They're not very bright in Sacramento. That's what I'm trying to impress on the reader.
Let's cut the legislators a little slack. Do we really expect them to be engineers and scientists, let alone automotive or chemical/mechanical engineers?

When the legislators propose a bill, that bill goes through a vetting process involving committees, consultants, and the general public. If you feel strongly about a bill and think you know better than the legislators and their consultants working on it, let them know by writing or meeting with them and provide them with solid evidence and data backing up your position. That is the process through which you can provide your input to help inform the legislators who are crafting a bill; calling them all or even most of them idiots or stupid reflects a misunderstanding of the statutory development process and the public vetting process.

I Kalifornia, the bill goes to the polls to find out how it will affect the legislator's re-election prospects.

it says:

"Mobile Source Emissions Control. The federal Clean Air Act imposes stringent limits on the amount of regulated pollutants that
lawfully may be emitted by new vehicles and engines produced for sale in the United States. The current ("Tier 2") emissions regulations
promulgated by the Environmental Protection Agency (EPA) set standards for motorcycles. Tier 2 emissions standards also establish
durability requirements for emissions components to 5 years or 30,000 kilometers.

California has received a waiver from EPA to establish its own unique emissions control standards for certain regulated
pollutants. New vehicles and engines sold in California must be certified by the California Air Resources Board (CARB). CARB's
emissions standards for motorcycles are in line with those of the EPA."

The last sentence says Caliornia's standards for motorcycles, and thus the Elio, are the same as the EPA's standard for the entire country.
This is nothing new.
