I agree, this sounds like he got the same call many others have also gotten. To sum up what we know: this is a legit operation, but all the stuff about IPOs and production dates are simply hopeful statements couched in safe legalese.

This is the accredited investors funding that has been going on for many months now. The article is from April 16, 2015. From the article:

"...accredited investors with $1 million in assets excluding their primary residence or with an income the past two years of at least $200,000 for an individual or $300,000 for a family to invest in Elio Motors at a minimum of $15,000."

The phone calls people have been reporting from Network1 have been asking them questions to determine their accredited status. The additional crowdsourcing effort is a separate offering, with different options and requirements.
