I think what he meant by that is that there's a two step process. First you must make a non-refundable reservation, then you have an existing reservation in the system for the binding commitment form to recognize and lock-in at the $7000 price.
Anyway, I know it doesn't only apply to non-refundable reservations made before the announcement since I put my $100 all-in reservation down after that and successfully signed the form. (How could I turn down a $325 discount for putting in $100 and committing to buy something I know I want?)
