I've seen that before; one of the most detailed fantastic miniature worlds in the world.
The person that donated the building is a model collector (and rich beyond belief) and it's a constant work in progress (they mention that at the end of the video). It has a full time staff, and a bunch of volunteers that are from a number of walks of life (engineers, programmers, etc.)
Very very cool place.
