In the Battle of Britain, the RAF held back their forces and used them sparingly in order to always have planes and not waste their resources. In my favorite documentary of this battle, the narrator said the had RAF had won the battle by simply continuing to exist.
I believe EM is also using their resources (money) very sparingly. They always keep themselves operating on a shoe-string budget, only borrowing the minimum to continue to exist, hence their small bank balance.. In the end, they may prevail by simply continuing to exist.
Some see their small bank balance as a sign of dire warning. I consider it to be a sign of astute money management.
