1. Octagonal. Compromise.

3. In the pouch on the back of the seat. (Serious on this one, lots of equipment uses that location)

At the NYC auto show , I recall the Elio representative saying there would be a glovebox .

Buy yourself a clip with a suction cup and put in on the windshield.(From the inside)

Wow, deja vu, we've had this discussion before
Get a clear pocket holder that you can stick on the windshield and slide it in there; I plan on getting a disabled plate for mine.
I like that suction hook idea.
I can put it next to my GoPro windshield mount
