I am just going to watch the Olympics implode, Rio should never have gotten them.
It was all about who bribed the IOC officials with the most money. Much like FIFA they are corrupt to the core.

RIO IS A WONDERFUL PLACE FOR THE GAMES AND BRAZIL's ECONOMY WAS
DOING BETTER THAN OURS AT THE TIME THEY WON THE BID .

AS THE RISK OF GETTING POLITICAL , THE GOOD TIMES DIDN'T LAST UNDER THE LAST TWO CORRUPT
SOCIALIST ADMINISTRATIONS . THEY RAN OUT OF MONEY FOR BOTH THE WORLD CUP & OLYMPICS .

BRASIL HAS A LOT OF PROBLEMS TO DEAL WITH BUT FROM WHAT I CAN SEE ARE PUTTING ON A GOOD SHOW .
IF THE IOC IS THE PROBLEM , THEN THE GAMES WILL SUFFER NO MATTER WHERE THEY ARE HELD .

IN AN EFFORT TO KEEP IT ELIO RELATED , BRASIL IMPOSES HUGE TARIFFS ON IMPORTED VEHICLES .
THIS WOULD KILL ANY CHANCES OF MARKETING THE ELIO THERE UNLESS THEY SET UP AT LEAST
AN ASSEMBLY FACTORY .

One of my definitions of armed robbery is...
Someone pulls a weapon on you and unless you give them something of value, you are not permitted to leave.
No matter what transpired before or after the incident, what appears to have actually happened seems to fit that definition.
MHO is that unless the security guard's life was in danger (doesn't look that way), he should do jail time.
Each country's laws are different though.

But what if the person pulling the weapon is a security guard who is hired to protect property? Is he just supposed to let them go? Wouldn't really be doing his job, I wouldn't think.
Regardless of the incident, I think it's a shame that they lied.
I also think it's a shame that they're making an international incident out of it.
Had the boys not lied, and just paid the fine and damages, this would be a non-story.

That weapon being pulled and pointed under those conditions is a huge violation in the U.S....
Unless who it's being pointed at can be reasonably perceived as an immediate threat to life and/or limb.
Outside of the police, it doesn't matter who is doing the pointing if the situation does not meet those conditions.
It doesn't matter how much property the person being drawn upon has destroyed.
Looks to me like the Olympians were simply attempting to leave at the time of the draw.

Unintentional discharges happen to trained personnel.

Odds are the security guard knew that they were caught on camera.
The news stories I've seen say the authorities were called.

To answer your question... yes, he was supposed to let them go.

There was absolutely no good reason or justification...
To draw and point that gun at that particular point in time.

And then detain them at gun point until they forked over $50 each?
Obviously they didn't detain them until the authorities arrived.
So, armed extortion instead of armed robbery?
Uh. maybe, but... Naw. Not.

Why do you think Americans aren't liked already in a lot of countries.
Mostly because of out of control tourists; they ignore laws and respect nothing anywhere they go.
They feel they are "entitled" to do anything they want; this bit with Locke(?) is a good example.
A lot of people have to relearn (or learn period) how to respect property, laws, rules and the people of foreign lands.

Worth it just to watch Simone Biles and Usain Bolt, loved watching Bolt playing with the Canadian runner in the semifinals of the 200 meter. World record holder, winner of the 100 meter, the 200 meter gold medal in the last 3 Olympics and going for his third gold in the 4x100 meter tonight. Michael Phelps holds more gold medals in swimming than any COUNTRY except the USA and Japan!
