What happens if you're "all in" for a $1000, but when your numbers called, you no longer need an "and" vehicle? Will it be possible(ok with Paul) to transfer/sell a number to someone else for the $1000.

You can sell your number, but it has to be done through Elio Motors. They will not get your number, they will get the next number in line; but all of this has to be authorized beforehand. The first thing would be to contact Elio Motors and tell them what you want to do.
Or you can buy the Elio, and once you take delivery and have the title in your name, you can sell it to someone.

7. Deferral and Non-Transferability
If you do not wish to enter into a Purchase Agreement at the time you are contacted by Elio, you have the option to relinquish your reservation sequence position and defer to a later position to be determined by us (only one deferral is permitted). If you do not communicate your decision to us within ten (10) days of notification, you will automatically be granted such a deferral. This Agreement is not transferable or assignable to another party without the prior written approval of a Elio authorized representative."

Elio has suggested many times that you could buy an Elio as a gift. Just tell them it was to be a gift.
Completing the purchase is the easiest way to skip the paperwork. Just buy the car and sell an option (with terms) to your buyer. You could even change addresses if you want it delivered directly to them. Upon receipt of your Elio, exercise the option and complete the sale.

Possibly. The terms of the Option are independent of the terms of the sale from Elio to you.
