Use only one seat, about 40% the size, and 30% the weight of the Elio.
AC would be tuff to fit in there, 5 Star rating would be even tuffer.

Found some good info on that. It's called the Sahimo, and it is a prototype test car created by students from Sakarya University in Turkey. It's hydrogen powered and can go 353 miles on 1 liter of fuel.

Good find! I'm not sure exactly where I got 250mpg from, but keep in mind, the 1335mpg (1 liter = .264 US gal) may be based on the competition criteria it was in, which could be something like a min of 0-20mph and pulsed spurts are allowed. If that is true, the 55mph, would give a different result.
Even the 317mpg, that the 1Liter VW (XLT?) got was something more metric up or down from 55mph.
Anyway, the point was, size and weight maters. So I wasn't trying to be accurate, but not misleading either.
Even my Prius gets 47mpg at 65, but goes as high as 65mpg if I use short spurts to 67 then coast back to under 60.
There's also a calculation required to relate Hydrogen to Petrol.

Now just for fun, look up the 120mpg Opel.
