What's this all about?

It is a spreadsheet with all the states listed along with the ones which require a MC license and those that require a helmet. Not much new on the helmet side, you've see the EM map showing that, but there has never been a map or list of the states which require a MC license endorsement, probably because there are a dozen which still require it.
