"WASHINGTON (AP) -- Volkswagen's top U.S. executive offered deep apologies yet sought to distance himself Thursday from the emissions scandal enveloping the world's largest automaker, asserting top corporate officials had no knowledge of the cheating software installed in 11 million diesel cars.

Though he said he hadn't been briefed on the preliminary findings of the ongoing internal investigation, Volkswagen of America CEO Michael Horn told a congressional subcommittee that a tiny group of software developers in Germany was responsible for the computer code that enabled the cars to trick U.S. government emissions tests. Three lower-level managers have been suspended.

"To my understanding this was not a corporate decision, this was something individuals did," Horn said, adding that he felt personally deceived.

More than a month after the company first confessed the emissions-rigging to U.S. regulators, Horn said it doesn't yet have a detailed plan for fixing the nearly 500,000 "clean diesel" cars sold in the U.S. with the suspect software since the 2009 model year. Such a solution will likely take up to two years, he said, adding that each car might require between 5 and 10 hours' work by a mechanic to meet clean air standards.

The cars are safe to drive, the government says, but Horn suggested Volkswagen could compensate some owners, possibly by paying them for the lost value of their vehicles. So far, the company has set aside more than $7 billion to address the scandal, which Horn said may not be enough."

"VW's Australian division has announced it will recall all of its diesel vehicles that are believed to be programmed to cheat government emissions-testing process, Reuters says. VW Australia will recall almost 100,000 cars as a result. About two-thirds of the vehicles to be recalled in Australia will be Volkswagen-branded light-duty vehicles, while about 17,000 will be commercial vehicles. About 5,000 vehicles will be Skodas."

  • Volkswagen is expected to offer cash to the owners of diesel cars this coming week as it steps up an effort to recover some of the good will it lost after admitting in September that the vehicles were programmed to cheat on emissions tests.

    Volkswagen officials said the company would make an announcement on Monday but would not confirm a report on an automotive website that diesel owners would be offered up to $1,250. The site, The Truth About Cars, said the ownerswould get a cash card worth $500 that they could spend any way they liked, and another $500 to $750 that they could spend at a Volkswagen dealer.

    The company faces many lawsuits from owners seeking compensation for the decreased resale value of the roughly 500,000 Volkswagen and Audi vehicles that were equipped with illegal software. It was not clear whether owners would have to give up any rights to sue if they accepted the cash.
    Volkswagen cannot sell its remaining 2015 model-year diesels in the United States or Europe, or its 2016 diesels, until it has found ways to repair those cars to bring them into compliance with emissions standards.

    The illegal software allowed the cars to detect when emissions testing was underway and turn on the emissions controls. But when the cars were on the road, they emitted up to 40 times the permissible amount of nitrogen oxide, a pollutant harmful to the lungs.

    Two dealers said on Saturday that they were aware that Volkswagen was planning something but did not know specifics. “There is a program in the works with VW, that I do understand,” said Alan Brown, the head of an association of Volkswagen dealers.

    Cars with illegal software include diesel Golf, Jetta, Beetle and Passat models sold since the 2009 model year, as well as Audi A3cars.

    The Environmental Protection Agency said on Monday that some larger Volkswagen, Audi and Porsche diesel vehicles, all of which are produced by Volkswagen, also had software that was not allowed. But Volkswagen has denied that the software in those cars was designed to cheat on emissions tests, and they would probably not be eligible for the cash compensation.

    Already, Volkswagen has been trying to minimize the damage to sales by offering cash incentives to existing owners if they buy or lease a new car, as well as big discounts for all buyers.

So if people were getting discounts on tax for fuel efficient vehicles, why aren't they being required to return the rebates?
Maybe they could stand in their underwear for a day on a busy street corner with a sign on that says "I drive a dirty diesel".
