Plus, for a lot of them, this is the first time they have ever invested in anything, so they aren't sure what to do.

With so little information from Elio, especially those generic blog updates, we are maybe just looking for more information: the Stock price and activity is all there is out there. With no real info we look at what we can see and it is unfortunate that rumor takes over, but that's what you get. Closed door meetings with the Caddo Commissioners and reliance on Non-disclosure statements don't help their image much either.

That's not going to tell you much about the company, the market maybe, but not the company.
The meetings with Caddo is another area you'll never get anything, it's because of the non-disclosure statements that big things can be going on, and it's not to be shared with the public at large; to easy to mutate that information into garbage.

While we don't have a lot of info on the goings on, we could maybe reasonably infer some things based on recent events like the extensions on the employment requirement. That coupled with the reference to $25M in the recent filing suggests to me that there are developments that caused Caddo and creditors to not call in agreements and enforce penalties just yet to see if the developments pan out over the coming year (and perhaps backed up by third party(ies)).
