Hummmmm, I wonder why you would want heated mirrors??, Don't know where Palmer is but everything in Alaska sounds cold. Hoew about a block heater too? :-)
Midwest is often very cold as well, not nearly as cold as AK, but ice is a pain in the backside.

Maybe just have a "cold weather pack". That would be heated seats, steering wheel, washer nozzles, block heater and headlight washers. I know that the Canadian and Nordic countries would buy that pack as it's almost mandatory. Then, there should b a "snow tire pack" which would be three wheels mounted up with Continental snow tires.

You are forgetting a heater to keep the wiper blade from freezing to the car.

That would be a heated windscreen. Ford did that back in the 80's and for some reason it's quite popular in Europe bu not here. They now call it the Quickclear Windscreen and even on cheap cars they have it (i.e. Ka). They could also add heated rear view mirrors to the package.

I still want the pop-out rear windows, think VW Beetles of days of yore...
Not hard to do, get a piece of glass, drill your holes in it, them temper the glass.
I've built custom glass before, the hard part is finding a place that does glass tempering.
You can't cut or drill temper glass, you have to do all of your modifications before the glass is tempered.
If you don't, or try to do it after the glass is tempered, you'll have a pile of glass crumbs.
If you don't temper it, you do not have strength in the glass, it won't hold it's shape, or you'll have cracks develop in it.
