" does not have to meet all the stringent tests and regulations of an automobile ….."what happens when the first accident kills the two occupants in the ElioMobile ?? "

the Lawyers (scum sucking pigs) decide there is an opportunity to make Elio accountable for creating a vehicle which is 99.9999999999% automobile but without (ALL) the Automobile safety features ?
this spells lawsuit !!
Name a mandated automobile safety feature that won't be present in the Elio. Seatbelts, airbags, crumple zones. It even has a role cage!

Sort of true.
From the NSHTA FAQ on bumpers (http://www.nhtsa.gov/cars/problems/studies/Bumper/Index.html):
The car bumper is designed to prevent or reduce physical damage to the front and rear ends of passenger motor vehicles in low-speed collisions. Automobile bumpers are not typically designed to be structural components that would significantly contribute to vehicle crashworthiness or occupant protection during front or rear collisions. It is not a safety feature intended to prevent or mitigate injury severity to occupants in the passenger cars. Bumpers are designed to protect the hood, trunk, grille, fuel, exhaust and cooling system as well as safety related equipment such as parking lights, headlamps and taillights in low speed collisions.
In http://www.elioowners.com/threads/sticker.2283/page-2, Goofyone mentioned metal fram hoops that have the same purpose.
This is a good question. The Elio vehicle actually has metal frame hoops in the front and the rear which are there to absorb a fair amount of force before you start getting into the crumble zones. These are supposed to minimize the damage from normal low speed impacts normally absorbed by car bumpers.

Hello Elio’ers! As 2014 is winding down to a close, we're gearing up for an exciting 2015. First and foremost, Elio is on schedule to start hitting the road at the end of next year which is obviously, beyond exciting. Second, the tour is expanding. We plan to continue making regular stops throughout the country as well as adding in even more popular events.

Take a look at what's in store for January...

Jan 06, 2015
Las Vegas, NV - Consumer Electronics Show - Showstoppers Event - CLOSED TO GENERAL PUBLIC

Jan 07, 2015 - Jan 08, 2015
Las Vegas, NV - Consumer Electronics Show Outdoor Patio - Hall C CLOSED TO GENERAL PUBLIC

Jan 10, 2015 - Jan 18, 2015
Scottsdale, AZ - Barrett Jackson Auto Auction

Jan 23, 2015 - Jan 25, 2015
Tucson, AZ Tucson Area Mall. Stay tuned for details.

As we did last year, we're kicking off the year on the road at the Consumer Electronics Show in Las Vegas. And we're kicking off in a big way. At this year's CES, Elio will demonstrate the optional internet integration system for the Elio made possible by Infinite Skyz. If you missed this partnership announcement, learn more here. Some of the features include in-vehicle VoIP calling and Wi-Fi, remote vehicle monitoring and alarms, remote start, lock/unlock and navigation. The connectivity will also provide Bluetooth 4.0, in-vehicle Wi-Fi internet access, camera monitoring and logging, vehicle location monitoring and accelerometer data monitoring.

As we get into the year, we'll continue to make our presence at the events our loyal supporters enjoy most. And, we're going more automotive. This means NASCAR events, and yes, the frequently-asked-about-on-Facebook auto shows. With our engine soon available for display, it makes auto shows a more logical stop and we look forward to expanding our reach to this audience.

We anticipate 2015 being one of the most exciting times in our company's history and the year in which even greater success will be realized. To that we say, bring it on! In closing, we'll leave you with words from Henry Ford as a reminder of our mission in forging ahead:

While not a tour stop, the press conference on January 15th could be a big deal.

I believe todays car bumpers are still rated for minimal damage,,,,, at five miles per hour... o_O
They're just to keep your purty car, purty..
Actually 2mph, although apparently a 2mph impact with an impact barrier is supposed to simulated a 5mph impact with another vehicle? Doesn't seem to make a lot of sense to me.
Another interesting fact about the bumper standard is the fact that it only applies to vehicles classified as passenger cars. Pickups, SUV's, and minivans don't have to meet the Federal bumper standard.
The Federal bumper standard does not apply to vehicles other than passenger cars (i.e., sport utility vehicles (SUVs), minivans, or pickups trucks). The agency has chosen not to regulate bumper performance or elevation for these vehicle classes because of the potential compromise to the vehicle utility in operating on loading ramps and off road situations.
