The only part of that incredibly short article that's worth reading:

If Elio comes, it would only use part percent of the plant.

The rest is being marketed to other companies.

"The fact that Elio has not been able to get started has not prevented the plant from being marketed in its entirety as wells as in pieces," Wayt explained.

Wayt says Elio at one point agreed to build somewhere else if a company for the entire plant was found.​

$200 million to simply tear down, pack up, move and install equipment only valued at $22 million?
I have serious doubts about that one. But, like everything else, if you heard it on the internet, it must be true.

Elio has struggled to raise sufficient funds to kick off manufacturing operations in Shreveport, and it remains to be seen if Elio will be successful. However, the principal owner of IRG is also a significant shareholder in Elio, and IRG appears to be holding a portion of the GM facility open for Elio in the hope that the company soon will be up and running. It is important to remember that IRG is paying for the right to decide whom it sub-leases to. If a better tenant for the GM facility were to surface, IRG could choose to relocate Elio to another facility, thus freeing up the entire GM facility for a large manufacturer. "
