Having been stopped once for being a passenger 50yrs ago-I recall be told there were no foot pegs attached, therefore two could not ride. Leaving feet dangling could get caught in rotating spoke wheel. That should be your criteria that more than one passenger or guest on a motorcycle has to safetly have feet rest & seat cushion for the extra person or people. Does a side car then fit the means? Yes you can have one person in a sidecar and two on the motorcycle.
Who has seen the Bruce Brown movie ON AnySunday? With the dog on the gas tank (atop a pad of carpet for grip) as the racer is racing across the desert and the dog is loving it!
