Interesting proposal, but not very likely that it can be accomplished by 2030. Mind you, this would only apply to passenger vehicles, but to completely change the auto industry in the country (and eventually in the EU) would be a huge task. If they are serious about this, then perhaps a stage or leveled approach (a percentage of total vehicle production must be electric by 20XX) that would increase each few years to an eventual end goal. That would allow time for the industry and market to adapt. 2040-50 might be a better goal.

And who pays for replacing all of the ICE powered vehicles already in use?
Are they going to force them into buying all new and recycling all of the old?
This is idea is quite unrealistic.

They are not proposing the ban of all ICE by 2030. They are proposing to ban the sale of *new* ICE engines beginning in 2030.

"Members of the German government have just passed a resolution to ban the sale of internal combustion engines in the European Union by 2030. ... vehicles sold before the ban would still be allowed, but after 2030, automakers would be banned from selling new fossil fuel-powered vehicles in the EU. Of course, it wouldn't get passed. The lesson here is that people are actually THINKING about banning ICE... seriously, apparently.
