According to the 4 must haves, #3 has this:
"Elio is American-made targeting utilization of 90% North American content"
That's been there for a long time and it has the infamous Elio word "targeting".

The blog says this:
"Nearly 90 percent of the parts that comprise our cars will be produced in the U.S."
That is new and they dropped targeting and are now using "nearly" then replaced North American to US.

Reading both phrases, they are just protecting themselves because what constitutes "nearly" or "targeted"? Is 60% good enough for nearly? Is 60% close enough to the target? It's just like Elio is targeting 2019 for production. Is 2022 close enough to the target? Personally I don't like when companies are using terminology like that because it literally means, "We have no idea but we really hope it'll be that number." It's like running a marathon and targeting a 4:30. When you are done and run a 5:45, is that close enough? When your kids tell you that their room is clean, does throwing everything in the closet on the floor and sweeping just the center of the room good enough to constitute "clean".
