I actually really like the idea of NEVs and MSEV* (medium speed electric vehicles). The nice thing is, the federal requirements on NEVs are much lower than either cars or motorcycles (no crash testing, no need for DOT approved tires/wheels, etc). So they could potentially be built much cheaper and simpler than either cars or trikes. And because they are designed to go only 25mph they make the most efficient use of battery electric power.
As battery technology gets cheaper, you will soon be able to get 100-mile range NEVs that seat 4 people for cheaper than you can buy an Elio. In fact, we're nearly there as it is. Once the prices of NEVs get down into the affordable range, they will make sense for a lot of city or in-town drivers, and be cheap enough to be an "and" car.
*MSEV is a classification found only in Washington state, as far as I know. To be licensed as an MSEV, an NEV needs to have a rollover frame and a windshield, and a governed top speed of 35mph.
