On the towing discussion, a fifth wheel configuration helps by putting the load immediately above the rear axle, essentially eliminating the extra moment arm to the hitch when the trailer is off-center. A hitch on the Elio will be very near the rear tire, so this effect will be minimal. Also, being so narrow at the back end, you can likely do some tight-space maneuvering that would be impossible in a 4 wheel vehicle.

As for the stability under braking, it will be worse than most compact cars for the same load, but that's due to the lower weight than anything else (the further forward CG will contribute some, too). Anyway, you probably shouldn't be towing more than a couple hundred pounds with this thing. It's just too small and light of a vehicle for that.

For a second there I thought you were replying to the post immediately before yours and you were calling the hand brake on the Elio, the "Elio Collective".

Note: the collective is one of the controls on a helicopter that just happens to use a handle similar to a hand brake lever.
