I copy/pasted that form their web page. Someone apparently updated it after my visit. They've fixed the Detroit show date, and postponed the Texas A&M date.

Just a quick update: No news, no change in status based on publicly available information.
The auto show starts in one month, Feb. 11-20, 2017. Participation in the Detroit auto show, NAIA, was announced much more than a month in advance.
The Chicago Auto Show is not mentioned in Elio Events: http://www.eliomotors.com/find-us/#events
Elio is not mentioned at the show's website: http://www.chicagoautoshow.com/vehicles-on-display/
Missing the Chicago Auto Show would be sad because the auto show is such a good source of publicity. Chicago is a very strong commuter market, both road and rail so Elio is "made" for Chicago. The local TV stations could do stories based on "What is that?", "New kid on the block", "Underdog startup", "A car for your kid", "Come to the Chicago Auto Show and see this crazy thing" or the most likely, "Cheap transportation".

The E1c engineering vehicle is a significant step forward as Elio Motors progresses from the prototype to production phase. While the exterior looks only slightly different to the human eye compared to past Elio prototypes, the E1c engineering vehicle features foundational and structural improvements to the frame, suspension, and safety systems that will ultimately create a more satisfying driving experience.
The E1c is part of Elio Motors' E-Series vehicles, which are being built for testing and validation purposes. More than 80 percent of the E1c was assembled using soft tooling -- short-term, low-cost production tools -- to prove manufacturability and repeatability of individual parts prior to full production.
Elio Motors' team of world-class suppliers is primarily based in Detroit and has been instrumental in helping the company meet its cost, fuel efficiency and performance goals.
