That is a definite change from how it was oriented in earlier pictures (was more vertical).

Looks like a cover on the dipstick tube held on with a clamp.

I've been curious about the Elio intake manifold - most visually exciting thing on the engine. Why are the intake runner tubes so long? Does that not potentially allow condensation to form in the intake...or preheating intake air from engine heat? Both are not desirable. Nice to see them so large relative to the engine size...will make it better for a turbo. Why are they circular like that...does it create vortexes that are somehow advantageous?

Steady and smooth air flow, less resistance during the intake stroke and more consistant temperatures to each cylinder. Condensation shouldn't be a problem, IMO. Not while running, and no more than any other motor while sitting.
I think a turbo would breath easy with this manifold system.

That photo is of an engine that is obviously not in a "ready to run" state. It shows the tube only with no dipstick in place. This is a dry fit assembly stage that was intended to satisfy the Elio-maniacs (like me) that have been clamoring for some visual candy.

Take a look at these two earlier engine photos. One shows the tube only with no dipstick either, and isn't even secured to the engine block.

Jeff Bowlsby --- The long intake runners is a basic tuning trick to Taylor the power ban so the engine produces its power at a lower rpm. If I recall correctly the engine is being tuned (and geared) for 1700 to 2000 rpm at cruise (65 mph) in 5th gear. Peak power probably not much higher rpm than that depending on gear spacing.
