It sounds like they are keeping the back door slightly ajar in case they need to make a hasty exit.

Like the failed Aptera, EM hung their hat on the ATVM Loan - which could take years to become available. But if it ever does, I'm gonna buy as much ELIO stock as I can.
So will everyone else! But what do I know. I bought a hundred shares of Apple at $27.00 and a few weeks later it was $7.00, and you guessed it I bought 400 more. That was 20 years ago when Apple came out with the colorful little iMac. I feel the same vibes about Elio.

More vehicles have been sold and more advancements have been made.
Actually, contrary to your response, not a single Elio has ever been sold.
The only significant advancement since the Sept. 30th SEC filing was the Licorice reveal at the L.A. Auto show.
And... The "EM quote" about no production till 2018 was made in several places less than a couple of weeks ago.
What I was really asking was: What's changed for the better as far as EM's financial stability since September 30th?
From what I can see, considering their apparent cash inflow and outgo since then, unfortunately the answer is... nothing.

Stocks will continue to slide until a product is produced. The current status results in intellectual property only, not much cash value. I predict 300% and greater stock increase when production begins, slight increase when tooling is verified for the 100 fleet units. You can see by my signature the purchase of 2 first run editions; I still believe.
