I wonder what "failed attempt" he is referring to? Paul Elio I'm sure has made many attempts to get financing but Johnson is using the word in a singular sense. Was Johnson privy to the closed door meetings and perhaps is referring to something he was told?

Neither Johnson, nor anyone in the Caddo or Louisiana governments have any options or influence when it comes to the former GM plant.
The plant is leased to Stu's IRG for 20 years and Stu and IRG can do whatever they want (or nothing for that matter) with it...

And there's absolutely nothing anyone can do about it.

just for your info I only wish the reservation number you entered- was true-- I'd be riding around in the first model, like when the VW came over with the split rear and front flat window with the little arms that were turn indicators. :-)
the number is probably acknowledgement of your transaction- you will, if you went all in for $1,000, receive your SIL (spot in line) shortly depends on the timing of the release cycle, any other commitment will not get you a number
