So you think he can produce the car NOW with 81mpg and for $7300. and he is letting his goal stand in the way of getting the Elio on the road, making money and producing customers? That is not the case and everyone knows it. It's money, he is broke.
I think if all the 40K people registered would say 65 mpg OK and $7800.00 OK were to pay in full he still could not get the show on the road.
We will know by Jan. '16.

More like June '16......

It is my understanding (from reading around here mostly) that there was a delay, and Elio Motors is using that extra time to further refine the vehicle and take reservations. The production model is being finalized right now in preparation for the next step... And Also Elio motors financing is setup in a way where they have to meet certain goals before the next round of money is thrown at them, so they are making sure to meet the goals one at a time instead of trying to jump straight to production.

Big difference between "Can't" & Haven't yet........
Presently, they "HAVEN'T" and won't be able to prove it until; they demonstrate a 'running' IAV Engine AND have a Pre-Production "E" Series vehicle to TEST it. And they "CAN'T".... until they have enough money to do it!

........and that was a Tech Talks? I'm sure Elio Motors uses IAV engineering data in their Tech Talks relating to the engine development and marketing but IAV employees/engineers are actually writing and submitting the Tech Talks I receive in the weekly emails?

If we didn't reply with many unknowns there would be little discussion. Elio Motors replies with unknowns.

There is a DoE program requirement of 75 MPG. That's the UEV (ultra-efficient vehicle) portion of the ATVM program that requires a minimum of 75 MPG. So when dealing with theoretical mileage you want it as high as possible to allow for creep one way or the other..

This is not true. The folks at IAV have proven themselves to be much smarter than the random people making stuff up on the internet as IAV simply does not extend credit to a new start-up company. Instead they broke the project down into sections with amounts due up front to complete the work. We know this from the last Elio Motor town hall.
Is it possible EM doesn't have the upfront funds for the next step payment?

Paul Elio said at on January 7, 2015 while being interviewed for Jalopnik: "If we went into production immediately, it would be 81 miles per gallon, and $7300. I don't view it as a failure, and we're working hard to hit our numbers because I think we have a decent shot of doing it. That number isn't made up, we have every single part that's required to make this vehicle, we have 87 percent quoted by part number and 98 percent by dollar value. So we can do this, I have the data to back it up."

It's kind of hard to misinterpret what Elio is saying, they are very close and have have a "decent shot" at meeting the PRICE and MPG. Not that those numbers mean much.
At that same time Paul Elio was saying they had the funding to start production, so there is a credibility gap. I think they could hit or even exceed their target numbers, but the bigger question is will EM acquire the funding needed to build and test the prototypes needed to verify those numbers.
