I'm not counter pointing your statement here, but I know why they do that. People are dysfunctional. There is the overwhelming situation that people are using two or more doctors or specialists for their medications, and don't like to admit it. And they are trying to hide that fact from each of the doctors.
For the specialists or surgeon's, when that causes trouble its blamed on the current ones.
Every once in a while this methods catches a med not listed.
Anyway, it's a dysfunctional way to try and catch what some may try and hide.
Now on the other hand, they don't mind your refusal. Just asking takes the issue off their responsibility. And when you refuse, it's even less their fault, at least in a court-room cross examination.
