Generally, that is correct.
They did, however, take an ATVM loan to update a couple of plants and to help convert the F150 to aluminum.

Last fall. This board. It was discussed. Elio Motors mentioned the goal post movement in a release.
The car, the factory, the demand, the reservations, the specs were all covered. They were there with a bucket for the money, and they were told no - come back with thousands of *contracted commitments to buy*. Go back to Start, and go %$^# yourselves. And the company, which is enjoined not to talk about the loan process, was moved enough to explain what happened, which normally they will not do so as not to blow the loan by annoying the ATVM people. They were ready, and they were told to get out and redo the process with all-new rules. Elio is now metaphorically reeling in shock. They need 65k raw reservations. After that, they need to, now, start a campaign to guarantee purchases to make ATVM loan people happy. That will be a brutal process that, even if successful, will drag this out another year. They will, of course, run out of money and customer confidence while the company dies, with the e-prototypes running around and final prototypes waiting for production. This was murder, kids.

Note. 65 k reservations is not a number dictated by DOE. It's a target EM has set. They are hoping that it is large enough to cut some ice with DOE. The significantly smaller number of all-in reservations with a "commitment to buy" will carry much more weight. But since we haven't heard boo about this after yhe first couple of weeks, I speculate that either response was unspectacular or that they were warned off it for reasons unknown.

Of course it is perfectly possible that they simply haven't done with good corporate communications should do, which is repeated ad nauseam.
